The WTO’s Needle’s Eye
After 18 years of waiting, Russia was finally admitted to the WTO at the end of 2011. Russia’s WTO Accession Protocol stipulates certain supplementary commitments for Russia in relation to basic telecommunications, which are attached to the list of the nation’s market access commitments on services. Among other things, Russia undertakes that it will deter monopoly practices in the marketplace, make licensure criteria public, and ensure the independence of its telecoms regulator. None of these requirements are currently fulfilled entirely, but the national regulator claims that Russia is in compliance with all of its commitments on telecommunications.
